Neighborhoods for Richardson Bond Initiative: The 2010 initiative funds projects through the use of General Obligation (GO) Bonds which are debt instruments issued by local governments to raise funds for public works. GO bonds give municipalities a tool to raise funds for projects that will not provide direct sources of revenue – roads and bridges, parks and equipment, and the like. GO bonds are typically used to fund projects that will serve the entire community. The four ballot items addressed needed street improvements, parks and recreation facilities, municipal public buildings and neighborhood repairs and upgrades.
