December 2003 Update

On November 26, the Collin County Community College District board of trustees approved its tax abatement for TI. The Plano Independent School District board was expected to vote on its tax abatement in January.

The public notice portion of TI's air permitting process ended in November. TI was set to submit additional data to the Texas Commission on Environmental Quality (TCEQ). This included modeling of anticipated emissions and other technical data associated with the site. TI expected to have this completed by the end of the year.


November 2003 Update

The Collin County Commissioner’s Court approved TI’s tax abatement at its November meeting. This was another important milestone toward the start of design. The Collin County Community College District was expected to vote before the end of the year.

TI also began preliminary activity on the site that included topography surveys as well as vibration and geotechnical studies. A traffic study was initiated, as well, to understand patterns for traffic control.

The site’s air permit application was in public notice and ended November 20, 2003. Simultaneously, the air permit application was in technical review with TI and the Texas Commission on Environmental Quality (TCEQ).


TI Begins Permitting Process

In October 2003, TI applied for an air emissions permit from the Texas Commission on Environmental Quality (TCEQ), a requirement for TI to build and operate its planned fab. TCEQ is the agency that monitors environmental quality for the region, including air quality, and was responsible for reviewing TI's proposed emissions. The process was expected to be completed the following spring. It was necessary for TI to have the proper permit in place prior to construction.

The following were basic steps to obtaining a permit that were carried out over the next few months:

  • TI submits a permit application to the TCEQ.
  • The TCEQ reviews the application to be sure it is complete and directs TI to begin public notice.
  • TI conducts a 30-day public period to enable anyone who is has questions to contact them or the TCEQ. Questions can be sent to tilistens@ti.com.
  • TI posts signs on the perimeter of its property at Renner and Alma Roads, places ads in local papers announcing permit application, and places a copy of the application in the local public library.
  • TCEQ takes all input and does a technical review of the application, reviewing regional air quality and TI's proposed emissions.
  • TCEQ sends notice of preliminary decision to TI.
  • Agency approves or disapproves the permit request
