Boot: eMMC alternate boot fails if partition is not reprogrammed every time

Details:

For eMMC boot (ie, boot from eMMC boot partitions), boot will fail if partition is not reprogrammed into the EXT_CSD register. This renders eMMC boot inoperable after any subsequent resets. Note this does not apply to eMMC boot using UDA mode.
