Setting the supply voltage is done by connecting the VDD input directly to the battery rail without the need for external circuitry. The device being able to handle 65V on VDD means the monitored voltage rail can handle any voltage transience up to 65V. Good analog design practice recommends using a 0.1µF capacitor on the VDD pin.
