APLL Power Down (Radar Subsystem - APLL)

Condition: When the active chirping is not required, BSS is unhalted, MSS is in ROSC mode @ 40Mhz.

Action: APLL is disabled / re-enabled accordingly. Need to ensure that all system clocks that are needed (ie PMIC_CLKOUT) are treated before PLL is turned off. The included DFP functions to perform this function include options to either enable or disable GPADC functionality.
