The AM273 GPEVM and ZCE/NZN 4 Layer Escape Routing Examples show PTH via only construction. Via-in-pad construction can also be used to provide minimal decoupling capacitor mounting distance from the BGA. This results in a more optimal power distribution network at the cost of additional fabrication cycle time per PCB.
