This API registers or unregisters an interrupt service routine that is called upon detection of new a UART message from the SimpleLink device. The service routine might be registered directly to the interrupt vector table, or can be registered internally as a callback that is called by another function on the UART driver.
The UART driver will call the handler only once, at the beginning of every UART message. This handler is expected to be masked by the host SimpleLink driver (by calling the sl_IfMaskIntHdlr API), before the driver starts to handle the message received. The handler is unmasked when the SimpleLink driver finishes handling the message (by calling the sl_IfUnMaskIntHdlr API).
