Certain TI EVMs, like the AM263P control card (CC), route signals to the PHY through an IO expander and switches. This action is done to reduce space and reuse many hardware entities. When working on a TI EVM, verify that these settings are correct. The TI AM263P CC can be taken as an example in this case.
